The IRS announced on February 7, 2012 (SBSE-05-0212-020) that it is changing its procedures regarding its initial review of OIC. OIC examiners can now screen OIC cases to determine the taxpayer’s current compliance wtih return filing, current year estimated payments, and other required payments. It is up to the discretion of he Operation Manager of the OIC site to determine whether the screening for compliance will be completed first or at the same time as the initial financial analysis is completed. If the initial analysis and compliance are completed as one step, it must be completed within 30 days. If the compliance is completed first, the OIC examiners will review the offers for current compliance with estimated payments and filing requirements prior to the initial financial analysis. Taxpayers are being given a deadline of 15 days (plus 15 days mailing time) to submit the requested returns and payments.
